This position works as an forAcquisition Support Specialist II for the State of Hawaii's Procurement Office (SPO) supporting the full Acquisition Life Cycle (Acquisition Planning, Market Research, Solicitation & Award Contract Management, and Completion & Closeout). This position will support the procurement of various services such as:
Writingspecifications and/or develop an RFP and/or provide any other acquisitionsupport services that will provide the agency with a resulting contract forsuch services.
Providingadvice and recommendations for all elements in acquisition plans, includingapproaches, options, strategies, risks, contracting methods, competition,sources, cost, milestone schedule, etc.
Researchingexisting Government-wide contracts for available products and services.
Evaluatingdifferent approaches to and sources for acquisition support.
Researchavailable suppliers and compare services and costs of obtaining support fromthe different providers. Minimum Qualifications
Bachelor's Degree or higher from an accreditedcollege or university in a related field.
Five (5) or more years of providing a broadrange of complex acquisition management support services.
Must have the ability read and interpret eachState’s acquisition policy, regulations, and directives and apply thoseinterpretations fully and legally to all activities described in the Statementof Work (SOW.)
Able to analyze cost and pricing data,assistance in proposal evaluations, and assistance in preparing contractnegotiations. Preferred Qualifications
Certification from a nationally recognizedorganization such as NCM, UPPCC or DAU.Master’s Degree or higher inBusiness Administration, Business Law, or Public Administration (Position is contingent uponcontract award.) TAPE is anEqual Opportunity/Affirmative Action Employer
